Options and Resources for Achieving Credit Accrual for Secondary-Aged Migrant Youth.

This document is intended to be a resource for state, regional and local educators developing secondary credit exchange and accrual programs for migrant students. A brief discussion of migrant education programs and their work with secondary youth examines obstacles that migrant students face when attempting to complete their education. Document sections offer specific suggestions for meeting and serving migrant students in the following areas: (1) student identification and recruitment; (2) student needs assessment; (3) program strategies stressing greater versatility in programming, flexible scheduling, school enhancers such as work-study and career education programs, advocacy and support services, and stronger linkages and transitional programs for higher educational opportunities; (4) student credit exchange and accrual; (5) parental involvement; (6) interagency coordination and cooperation; and (7) integrating program evaluation with program design and implementation. Each section includes a rationale, implementation information, resources, and technical assistance information. Appendices include a listing of migrant education state offices; contact information for technical assistance; sample job descriptions; and master pages for various forms including student surveys, a language proficiency rating instrument, and student needs assessment.
