This manual is for citizens working to develop drug prevention programs for their communities using preexisting data and consists of three sections. Part 1 asserts the need to assemble a community profile. The purpose for the data gathering activity must be clearly articulated. In part 2 the steps in assembling a package of community indicators are presented, each accompanied by an illustration from the Regional Drug Initiative in Portland, Oregon. Assembling a package of drug abuse impact indicators consists of eight steps: (1) "brainstorm" a list of possible indicators; (2) round out the field; (3) find available data; (4) screen indicators according to availability; (5) look for regional and national comparisons; (6) reconsider the list; (7) identify the best indicators; and (8) choose the best approximations. The ability to assess the reliability and validity of indicators is important in creating an effective drug prevention program; ways of effectively assessing these two qualities of indicators. Finally, part 3 suggests guidelines for using the information. The report should be simple and direct, and the time of releasing it to the public is important in achieving maximum exposure.
