Problem solving, decision making, and constructing knowledge are skills students need to become active and responsible citizens. However, many students are not receiving these essential skills from their education. Minority students in particular, despite improved academic performance, still perform well below national averages. Restructuring schools to meet students' needs will require a rethinking of curriculum and instruction. A review of research challenges seven common assumptions about intelligence, teaching, and learning. Schools that focus on the needs of the learner construct all resources around attaining high achievement for all students. Strong administrative leadership, family-teacher collaboration, and effective classroom management are all characteristics of an effective school environment. There are several recommendations for improving instruction and curriculum: basing decisions on informed research; supporting inquiry, consultation, and cooperative collaboration; and stressing achievement for all students. Staff development should be ongoing and an integral part of the school's philosophy. Recommendations are also offered for assessment, student grouping, school organization, student support, and family involvement.
