This guidebook discusses the California Child Care Initiative (CCCI), adopted by the state legislature in 1985 to address the shortage of licensed, quality child care in California. Funded by a public-private partnership of 33 organizations, the CCCI was designed to recruit, train, and support new family day care providers in communities throughout the state. Parts 1 and 2 of the guidebook introduce the CCCI and discuss the role of child care resource and referral agencies in implementing the plan. Parts 3 and 4 review program planning and recruitment procedures that resource and referral agencies can utilize, while parts 5 and 6 provide information about start-up technical assistance and training. Part 7 discusses family day care turnover.
