Profiles of the Adult Education Target Population. Information from the 1990 Census.

This document consists of 6 figures and 67 tables that together present national, regional, and state profiles of those individuals aged 16 years and older who have not attained a high school diploma or equivalent and are not currently enrolled in school. Included in the tables are the following target population characteristics: number of years of school completed, ages, gender, English proficiency, status with regard to poverty level, and race and/or ethnicity. Also included are a description of the database on which the tables are based and glossary of terms used in the tables. Among the data presented are the following: more than 44 million adults (nearly 27% of the adult U.S. population) possess limited literacy capability; within the individual states, the percentage of adults in the target population for adult education ranges from 15% in Alaska to 37% in Mississippi; of the target population, 39% have completed 8 or fewer years of education and 10% have completed 4 or fewer years; English is the second language of 23% of the adult education target population; about one quarter of the target populations lives at or below the poverty level; and the target population is 67% White, 16% African American, 13% Hispanic, 2% Asian or Pacific Islander, and less than 2% other.
