The activities and accomplishments of the Success for All program are described. Success for All is a school-based achievement-oriented program for disadvantaged students in prekindergarten through grade 5. The program is designed to prevent or intervene in the development of learning problems in the child's early years by effectively organizing instructional and family support resources within the regular classroom. The goal is to ensure that virtually every student in a high-poverty school will finish third grade with grade-level reading skills. The program grew from a partnership between the Baltimore (Maryland) Public Schools and the Center for Research on Elementary and Middle Schools. To date, Success for All has been implemented in 50 schools in 15 states. It is based on the beliefs that every child can learn, that early success is critical for later success, that learning deficits can be prevented through intervention, and that effective school reforms are comprehensive and intensive. Activities and costs are described. A feature of Success for All is the family support team that works with parents to ensure children's success, providing community and mental health services if necessary.
