Learning from Public Library Literacy Programs.

This study reports on the characteristics of selected public libraries into which adult literacy programs have become relatively integrated. The study addresses the following issues (1) the form of leadership in those libraries in which literacy programming has become integrated; (2) the organizational and staff support that promotes library literacy and other innovative programming; and (3) the key components of library literacy programs in these libraries. Data for the report were drawn from visits to five library literacy programs across the nation, extensive telephone interviews with 20 selected library literacy programs, and data submitted in the nomination of 68 programs from 22 states. The report includes detailed case studies of the five sites studied in depth and a separate discussion of their leadership, staff support, and key program components. The study's framework is described, including literacy program themes, conceptual assumptions underlying program implementation, organizational resources committed to the library literacy program, contextual factors, and the change process in public libraries that integrate literacy programming.
