These state profiles provide brief descriptions of the target population, services, and participants of state-administered adult education programs that are supported in part by funds authorized under the Adult Education Act, as amended. Profiles based on information taken from 1990 census data and from information included in the 1991 annual financial and statistical reports submitted by the states to the U.S. Department of Education are included for each of the 50 states along with the District of Columbia, Guam, the Northern Mariana Islands, and Puerto Rico. Each profile is organized in the form of seven tables summarizing the following program characteristics: target population (1990 census), funding (1990), enrollment (1991), level of effort, participant characteristics, participant achievements, and retention.
