This study looks at Canadian families' efforts to begin an inclusive life for their children with disabilities--and for society--"right off the bat," in the child care arena. It examines quality child care situations that welcome children with disabilities. It explores needed reform of public policy and programs to build on those successes. Individual chapters specifically address: (1) models of child care most commonly found in Canada, which could be used to provide integrated child care; (2) the legislative and policy context of child care, at the national and provincial levels; (3) public policy and funding; (4) access and responsiveness to families' needs; (5) training and professional development; (6) the disproportionate impact of child care arrangements on mothers of children with disabilities; and (7) family views of quality child care inclusive of children with disabilities, with guiding principles for policy and programs. The study concludes with a challenge to Canada to honor its commitment to promote "the dignity, self-esteem, and participation of children with disabilities."
