A Guidebook for State Literacy Leaders: Implementing an Integrated System for Meeting Adult Learning Needs.

This guidebook is intended to help state literacy leaders evaluate their states' progress in implementing five key strategies for establishing an integrated literacy system. Chapters are devoted to each of the following strategies: determine the dimensions of the literacy problem, set priorities and performance expectations, create quality criteria and performance standards, expand opportunities for learning, and promote professional development. Each chapter includes the following: a brief description of the strategy, a discussion of its role and importance in building an integrated adult learning system, information about how other states are considering or implementing the strategy, and questions to consider when applying information and strategies to a particular individual state.
