A Summary of State Chapter 1 Participation and Achievement Information--1989-90.

This report summarizes the 1989-90 State Performance Reports for the Chapter 1 Basic Grants to Local Educational Agencies (LEAs) and the Chapter 1 State Agency Neglected or Delinquent Program. The Neglected or Delinquent Program served youths in state-operated adult and juvenile correctional facilities and facilities for neglected children. The report used information submitted by the states to the U.S. Department of Education. Some of the findings include: (1) overall participation rates are increasing particularly in the secondary grades; (2) nearly 75 percent of program participants were instructed in reading and 50 percent in mathematics; (3) almost one-half of the staff funded by Chapter 1 were teachers; (4) non-Hispanic Whites were the largest proportion of participants at 42 percent; (5) 1,264 schoolwide projects were reported; (6) for Chapter 1 students tested in reading and mathematics, posttest scores were higher than pretest scores at every grade level; (7) nationally, 18 percent of Chapter 1 schools were identified for program improvement; (8) allocations for the Chapter 1 LEA program totaled approximately $4 billion, a 5 percent increase over the previous year; (9) in the Neglected or Delinquent Program 64 percent of the participants were delinquents, 32 percent were in the adult correctional system, and 4 percent were classified as neglected.
