This document is a compilation of legislation on issues critical to children and families, enacted during 1992 by the states and the District of Columbia. The laws pertaining to various issues are listed by state and briefly described. Issues are: (1) abuse and neglect (including background checks and screening, court procedures, financing, legal representation, prevention, treatment, training, reporting, and victim and witness protection); (2) child care and early childhood education (including administration, financing, regulation, and licensing); (3) child health (including administration, chronic conditions, and immunization); (4) child mental health (including administration, mentally retarded children, and treatment); (5) child welfare (including administration, adoption, family preservation, out-of-home placement, and financing); (6) family law (including custody, visitation, and divorce); (7) general issues such as administration, family support, and interagency coordination; (8) juvenile justice (including administration, penalties, financing, procedures, and records); (9) public assistance (including administration, welfare reform, housing and homeless assistance, and medical assistance); (10) substance abuse and control (including administration, detection, license revocation, penalties, and prevention); and (11) youth at risk (including collaborative initiatives, missing children, dropping out of school, and teenage pregnancy). The appendixes contain an index of current child support citations by subtopic, and a state-by-state listing of enactments by topic and citation. (SM)
