This document presents the Virginia Department of Education's plan to develop and implement pilot programs in six localities for the 1992-94 biennium (prior to statewide implementation in 1994) for the delivery of special education to juveniles in local jails. The plan is community based, with local school division administrators and jail administrators cooperatively developing a plan which is both responsive to community needs and in compliance with federal special education requirements. The pilot programs will attempt to: (1) gather data regarding number of inmates eligible for services and receiving services; (2) gather data on costs of service provision; and (3) develop effective identification and service provisions. The report's recommendations include provision by the Commonwealth of sufficient funds to compensate school districts for all costs associated with the program; increased funding to address additional security needs; and the allocation of appropriate space within jails for these educational services.
