Developed by the Nebraska Department of Education, this guide provides information for designing the Early Childhood Combination Program, a program that allows school districts to combine programs and use multiple sources of funding. The guide covers the following areas: (1) planning; (2) program design; (3) certification of staff; (4) participants in the program; (5) allowable costs and sources of funding; (6) procedures; (7) the due date for application; and (8) additional resources. Appendixes include sample proposal forms and guidelines for support of salaries and related costs under programs of the United States Department of Education for entities governed by the Office of Management and Budget (OMB) Circular A-87.
