This curriculum guide for secondary school teachers addresses issues causing interethnic tension and conflict, highlights them through dialogue, and is designed to help students understand the origins of their attitudes toward other groups. An introductory section ("Notes to the Teacher") describes the need for the curriculum, explains the approach based on the perspectives of the students themselves, lists central concepts, discusses teacher attitudes, and offers a handout planner. Part 1 of the curriculum ("Who Are the New Immigrants and Refugees?") explores migration, refugees, place of origin, U.S. history and policy, geography, and the "push factor." Part 2 ("How Do Refugees Adjust to Life in a Receiving Community?") shows how teachers can help students analyze demographics, locate ethnic communities, discuss stereotyping and discrimination, understand group responses, and develop ideas for increasing communication and decreasing tension. Part 3 ("How Does Our School Face the New Refugee Challenge?") explores the school community, problem solving, and oral history gathering. Each activity in Part 3 is described in a focus sheet detailing the rationale, objectives, and evaluation. The following three essays are appended: (1) "The Newest Immigrants" (J. Bentley); (2) "The Immigration Act of 1990" (P. Gillett); and (3) "Refugees in the World Today: Main Characteristics and Outlook for the Future" (M. Moussalli).
