Originating from a manual prepared for a UNESCO workshop, this handbook addresses concepts, approaches, and methods required for planning and management of education at the microlevel. Part I introduces microplanning and management as an important component of overall development efforts, concentrating on education. Chapter 1 describes the necessity of decentralization and relegating planning of elementary and secondary education to the local community. Chapter 2 describes the planning process, and chapter 3 reviews key elements of microlevel planning and management. Part II has eight chapters that discuss microplanning techniques, including needs assessment, data gathering and analytical techniques, school mapping, location planning, facilities planning, interinstitutional coordination and networking, preparation of project operation plans, and project formulation and management. Part III focuses on the microlevel management processes, including management of implementation, personnel management, staff development and professionalization, management of committees and groups, and communication. Part IV treats financial management, and part V covers community support and participation. The final part discusses monitoring and evaluation processes, stressing the importance of corrective mechanisms and management information systems. (18 references) (MLH)
