This report provides an agenda suggested by the Council on Early Childhood Development to guide the new Interagency Advisory Committee for Early Childhood Development and Education in its efforts to improve the lives of children and families in Maryland. Discussion of the current state of children's services in Maryland is followed by a consideration of projected improvements in those services. Emphasis is placed on expanded public awareness and support, restructured priorities, and increased funding. The council recommends that: (1) data about children's programs and services be collected and reported annually by the Interagency Advisory Committee; (2) additional funding be allocated to provide prekindergarten education programs; (3) Head Start, the State Department of Education, local school systems, and other agencies develop cooperative workshops and seminars to train program and service providers, teachers, supervisors, and administrators in developmentally appropriate practices; (4) the Committee foster coordination among public and private agencies and organizations; and (5) the Committee initiate and support appropriate legislation to improve the lives of young children. Appendices include Maryland Senate Bill 258, which established the Interagency Advisory Committee for Early Childhood Development and Education, a list of programs and services for children, a description of the Standards for Implementing Quality Prekindergarten Education, and a review of legislation that concerns early childhood development.
