External Funding for Community College Courses and Programs. Report and Recommendations of the Florida Postsecondary Education Planning Commission. Report 3.

This study was prepared in response to Specific Appropriation 577A of the 1991 General Appropriations Act, Chapter 91-193, Laws of Florida, by the Florida Postsecondary Education Planning Commission, of community college programs and courses offered in academic year 1990-91 to obtain an overview of the types of course funding arrangements which exist between external agencies and community colleges and area vocational technical centers. The study gathered and incorporated data from other relevant studies, informational materials, program audits and task force funding reports, the Community College Program Fund and the Florida Education Finance Program. Additional research activities included a survey of all courses which received external support and telephone interviews with campus representatives who administered these courses. Survey responses for 719 courses and programs were received. Significant findings included the following: (1) law enforcement courses comprised the largest grouping of those receiving external funds (39.6%), while the health care and the business or agency related categories each accounted for approximately 20%; (2) Curricular content was developed without the college's or center's assistance in 39% of externally supported courses; (3) the majority of full-time equivalent (FTE) enrollment reported fell in three areas: Vocational Supplemental (47%); Postsecondary Adult Vocational (42%); and Postsecondary Vocational (10%); and (4) less than l% of the courses were in the Advanced and Professional, College and Vocational Preparatory, and Adult Education categories. A detailed summary of recommendations is included. Appendixes contain the survey instrument, including selected data by question, and a brief report entitled "Supporting Information IV. Skills Investment Taxes: Foreign Examples." (JSP)
