This report identifies specific inadequacies in Louisiana public library services, resources, facilities, and personnel. It also identifies the people who are to be served, and reveals the geographical, sociological, economic, and educational barriers to the expanded use of libraries. Finally, it presents specific goals and objectives as part of an overall plan to overcome both inadequacies and barriers. The activities of the State Library of Louisiana and its administration of Library Service and Construction Act (LSCA) funds are noted and the challenge of improving library service to all citizens in the state is addressed. Identification of needs and plan of action are presented through the goals of the long-range plan, which make up the major part of this report. The areas covered by the goals are: (1) administration; (2) areas without services; (3) areas with inadequate services (e.g., staffing, book collection, materials selection policy, audiovisual collection, administrative certification, output measures); (4) community information and referral centers; (5) drug abuse information and prevention; (6) child care centers and provides; (7) urban and rural areas with high concentration of low-income families; (8) literacy programs; (9) literacy centers; (10) blind and physically handicapped; (11) handicapped; (12) institutionalized; (13) strengthening the capacity of the State Library Administrative Agency; (14) major urban resource libraries; (15) national/regional resource centers; (16) limited English-speaking; (17) services to senior citizens; (18) construction; (19) planning of cooperative resource sharing library networks; (20) establishing and operating library networks; and (21) the preservation cooperation plan. Supporting materials are appended, including a Louisiana State Library organization chart, 10 maps displaying demographic information, a list of members of the LSCA State Advisory Council on Libraries, and a statement of LSCA criteria, priorities, procedures and policies.
