This publication is the final report on a seminar which addressed the role of the new information technologies in the development of education in Africa. Participants included delegates from 37 African member states, two inter-governmental organizations, two non-governmental organizations, four educational institutions, two private institutions, and a multilateral financing agency. Experts invited by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) and the Agency for Cultural and Technical Cooperation (ACCT) were also present. The first of four chapters in the report describes the plenary sessions, including the inaugural session, constitution of the bureau, introductory addresses, and the sequence of the proceedings. The proceedings of the plenary session are summarized in the second chapter, and the third discusses elements of a program of action proposed by the working groups. These include the policy and strategy for the incorporation of information technologies in education; research and development--the production of instructional computer software, maintenance, and the problem of national languages; and inter-African and international cooperation. Additional proposals concerned with teacher education and policy formation are presented in the fourth chapter. The first seven appendices contain addresses made at the opening session or the closing session by the Rector of the University of Benin (Togo), the Secretary-General of ACCT, the Director-General of UNESCO, and the Togolese Minister of Technical Education and Vocational Training. The two final appendices contain a list of participants and a list of related working documents. (DB)
