This report contains highlights from a seminar on crack-using pregnant mothers and their babies. Comments by these panelists are summarized: Sonia Imaizumi, a pediatrician/neonatologist who has worked with inner city women who abuse drugs; Mary Jiordano, a social worker and family therapist, and director of Families First, a family preservation program in Detroit, Michigan; Linda Lewis, assistant deputy director for treatment and rehabilitation, Office of National Drug Control Policy, Executive Office of the President; and Doug Besharov, resident scholar at the American Enterprise Institute. These topics, discussed at the seminar, are summarized: (1) characteristics of women who abuse alcohol; (2) effects of cocaine use on the mother; (3) the continuum of crack use; (4) Florida's response to crack using mothers; (5) components of a comprehensive treatment program; (6) the emphasis on prevention; (7) child welfare; and (8) legislative proposals. A background briefing report is also included, which contains information about the scope of the problem, an overview of federal responses, new models of comprehensive prenatal and postpartum treatment programs, examples of four model demonstration programs, legal issues, state policy responses, and organizational resources.
