This report contains highlights from a meeting on adolescent substance abuse treatment. Comments by these panelists are summarized: Elizabeth Rahdert, of the Division of Clinical Research, at the National Institute on Drug Abuse; Thomas Kirk, acting clinical director, Alcohol and Drug Abuse Services Administration, District of Columbia, Commission on Public Health; Diane Canova, public policy director for the National Association of State Alcohol and Drug Abuse Directors (NASADAD); and Glenn Kamber, deputy associate administrator for the Office for Treatment Improvement (OTI) at the Alcohol, Drug Abuse, and Mental Health Administration. These topics are discussed: (1) the problem of adolescent substance abuse and the key components of an effective system of treatment; (2) trends in teenage substance abuse most relevant to the treatment issue; (3) identification of teenagers whose substance use has become abuse; (4) models of treatment programs; (5) the demand for substance abuse treatment; (6) the need to expand access to substance abuse treatment services for adolescents; and (7) OTI activities to improve drug treatment around the country. A legislative update is provided. A background briefing report is also included which contains information such as substance abuse definitions and trends, factors and stages in the development of adolescent substance abuse, policy and program goals, treatment, and government policy issues.
