Evaluation of Programs for Limited English Proficient Students, Fiscal Year 1990 (School Year 1989-1990).

Data on Idaho's limited-English-proficient (LEP) population and the educational services provided to them are reported, as required by federal regulation governing Elementary and Secondary Education Act TITLE VII grants. The first part summarizes the information gained from data collection in 63 school districts, focusing on size and characteristics of the LEP student population and LEP program design, teaching methods, access to district core curriculum, and staffing. The second part reports on state technical assistance activities, including workshops on identification and instruction of LEP students and school district site visits to monitor legal compliance. In the third part, the following conclusions are drawn: (1) efforts to identify and provide educational services to this population have greatly increased; (2) LEP students continue to perform below grade level expectations; (3) there is little uniformity among districts in approaches to identifying students; (4) most are identified in the lower grades; (5) 416 students needed but were not receiving services. Appended materials include summaries of school district LEP program application and assessment data. (MSE)
