Access: Plan for Ensuring Access for Individuals with Disabilities to All New York State Education Department Programs and Services.

This monograph presents the plan of the Intra-Agency Council of the New York State Department of Education to increase physical and programmatic accessibility of all Department programs and services. First, the mission and goals of the Council as well as its activities are briefly reviewed. Next, the process for developing the department plan is detailed including specific actions to address such issues as access to Department-sponsored meetings, communication of Department policies regarding purchase of specialized equipment for disabled employees, and a training needs assessment. Responsibilities of the Department, of management, and of staff are then outlined. The major section presents the plan for each Department Office in terms of its responsibilities, identified priorities regarding accessibility, and actions planned for the next year. Plans of the following offices are detailed: Office of the President of the University and Commissioner of Education; Office of the Executive Commissioner; Office of Cultural Education; Office of Elementary, Middle, and Secondary Education; Office of Higher and Continuing Education; Office of the Professions; and Office of Vocational and Educational Services for Individuals with Disabilities. Finally, the plan's evaluation process is summarized. A listing of Council members is attached. (DB)
