The papers in this collection are based on the document "Perspectives on Performance-Based Incentive Plans" and offer brief overviews of the following issues in education: (1) performance-based evaluation in relation to incentive pay plans; (2) recommendations for success of performance-based evaluation systems; (3) the use of classroom observation ratings in performance-based teacher evaluations; (4) problems associated with the observation/rating procedure; (5) the use of student achievement measures as indicators of teacher performance; and (6) some concerns about the effects of performance-based evaluation on minority teachers.
