At the direction of the Superintendent of Schools of the Charleston County School District (South Carolina), the organizational structure and staff of the District's Division of Curriculum and Instruction was analyzed. The analysis was to focus on the assessment of organizational effectiveness in providing adequate support services, describe personnel responsibilities, and provide suggestions for improving cost-effectiveness. The analysis is organized around three areas: reexamination, redefinition, and reorganization. It is concluded that the proposed plan for reorganization will have such educational, organizational, and financial impacts as the following: (1) added instructional support for building level instructional leaders; (2) increased accountability for student performance; (3) redirected responsibilities for curricular and instructional supervisors; and (4) increased cost savings in the general operating fund.
