Long Range Technical Plan for Instructional Telecommunications.

This report documents the development of a long-range plan for instructional telecommunications in the Kansas Regents system. It was assumed from the outset that the plan would include provision for educational programs in the communities outside the state universities and would, in fact, extend to include a statewide computer network. The background study for the plan began by identifying existing resources such as satellite delivery systems, data and video systems, and the Systems Network Architecture (SNA) data network. A second data network, Kansas Regents Network (KARENET), is being developed to provide access to electronic mail systems, library catalog systems, and databases. The study also obtained data, briefly noted in this report, on the distance learning campus objectives of the University of Kansas, Kansas State University, Fort Hays State University, Pittsburg State University, Emporia State University, Wichita State University, and the Kansas College of Technology. Recommendations are discussed in terms of system goals, and a summary of responses to the proposed plan is provided. Appendixes, which make up the greater part of the report, provide an explanation of the transmission of television pictures and sound; a distance education glossary; a list of existing and planned campus resources including organizations, programming, staff, and equipment; an outline of videotape formats and broadcast systems; and a list of members of the technical issues subcommittee responsible for the plan.
