Vocational Training for LEP Adults in New York State.

A study of the status of vocational training for limited-English-proficient (LEP) adults in New York State looks at the overall demographic situation of LEP residents in the state, state policy and action in serving LEP adults, and the specific situations in two regions. An introductory section reviews social, economic, and employment data concerning various ethnic groups, supported by data tables. The second section briefly reviews policy orientations and initiatives for provision of employment training for LEP adults. Section three examines in greater detail the roles of state agencies in providing services, focusing specifically on the state department of education, postsecondary institutions, the state departments of labor and social services, and the state division for youth. Service planning and coordination are also addressed. The final two sections describe the situations in New York City and Amsterdam, including characteristics of the LEP population, the economy, organizations providing services, planning and coordination of services, and additional service needs.
