Findings from a study to identify changes in school board political values and school district policy as a result of change in school board members following community dissatisfaction are presented in this paper. The narrow objective was to analyze change in board members' political values and subsequent policy changes resulting from social change and political conflict in three geographically related school districts. The broad objective was a comparative analysis to relate policymakers' political value orientations to district policy implementation. Dissatisfaction theory (Iannaccone, and Lutz, 1970) and a policy taxonomy (Mitchell, Marshall, and Wirt, 1986) framed the methodology, which included document analysis of records from 1960-89, a survey of school board members' political values, and interviews with board members and district personnel. Findings indicate that increasing suburbanization contributed to community dissatisfaction with district policy, resulting in increased political participation and high school board turnover, which in turn led to change in the board's value structure. A conclusion is that policy change was a function of superintendent succession and school board realignment. Five tables are included.
