This 1975 handbook consists of three books to be used, together or independently, by administrators in developing, implementing, and evaluating an adult English-as-a-Second-Language (ESL) program. The first book, an administrator's checklist, is designed as an inventory that specifies succinctly the critical and significant program elements. The checklist is divided into four sections: program philosophy; administration and organization; program development and operation; and program impact. In each section, there is a series of specific questions designed to examine fully the basic program component. For each question, a series of points to be considered is provided to assist in formulating a comprehensive picture of the extent to which the program gives attention to each basic program area. Book two is a manual for developing and implementing the ESL/adult basic education (ABE) program, providing specific procedures and guidelines and including a number of forms and worksheets for administrative use. The third book is a planning guide for developing the ESL/ABE instructional program. It outlines six basic program goals and suggests content areas and sample performance objectives, instructional objectives, a 12-week sample program design, and a scope and sequence for ESL curriculum development.
