This report by the Oregon Commission for Child Care discusses child care in Oregon in terms of its accomplishments, issues, obstacles, and future. Accomplishments in the areas of legislation, state agency coordination, community outreach, and an annual conference are described. Issues and obstacles are discussed in terms of economics and the workforce, employers' leadership role in providing child care, and the effects of caregivers and the conditions of their employment on children in their care. Future issues include legislative concepts for 1991 and budget requests for 1991-93. An annotated list profiling employers who provide models of high quality child care services is also included. (RH)
