This publication summarizes an invitational symposium which was convened for the purpose of producing a coalition of educators committed to incorporating the concept of information literacy into the K-12 curriculum as well as into teacher preparation programs. Introductory materials provide an overview of the goals of the symposium and identify five topics as keys to enhancing the capacity of Americans to master the information complexities of the 21st century: (1) a change in the way teachers teach; (2) a change in the way schools are administered; (3) a change in the way teachers are educated; (4) a change in the way schools are funded; and (5) a change in the way school library media programs are organized and implemented. A description of the process leading up to the symposium lists background readings; summarizes the agenda and activities at the opening and plenary sessions; and outlines the role of the five focus groups, one for each of the key issues. A list of the final recommendations for action on each of the key issues is also provided. The proceedings feature remarks and/or discussions led by Wanda L. Forbes (National Commission on Libraries and Information Science Commissioner), Francis C. Keppel (Graduate School of Education, Harvard University), and Lawrence E. Susskind (Senior Consultant, Endispute, Inc.) at the two general sessions. Six appendixes contain the initial recommendations from the five focus groups and lists of participants in the symposium, the organizations invited, the group facilitators, the group leaders, and the group recorders.
