This report examines the need for inclusion of people with developmental disabilities in community life and describes activities of service providers in Minnesota toward meeting that goal. Part 1 reviews issues of eligibility involved in the exclusion of individuals with developmental disabilities from services. The lives of people who are unserved or underserved and potential changes in eligibility criteria are discussed, as are underlying issues of power and resources. Part 2 examines critical issues including values, home and family life, education, employment, and funding problems. Part 3 focuses on empowerment of individuals and the need for a system accountable to the individual, including comprehensive planning, assessment, support, and evaluation components. The report includes photographs, public testimony, statistical data, and policy recommendations. (PB)
