Three phases of any change effort include initiation, implementation, and continuation. This seventh guidebook in a series of nine video conferences addresses later stages of implementation and continuation (initiation and early stages of implementation are discussed in the sixth guidebook.) In the guidebook are definitions of the three phases of change; a discussion of issues involved in carrying out implementation and continuation; an examination of three special attention issues--students' multicultural backgrounds, at-risk children's needs, and reform in rural and small schools; and a summary of the dynamics of change, which stresses fundamental reform as a cyclical process.
