Three phases of any change effort include initiation, implementation, and continuation. This seventh guidebook in a series of nine video conferences addresses later stages of implementation and continuation (initiation and early stages of implementation are discussed in the sixth guidebook.) In the guidebook are definitions of the three phases of change; a discussion of issues involved in carrying out implementation and continuation; an examination of three special attention issues--students' multicultural backgrounds, at-risk children's needs, and reform in rural and small schools; and a summary of the dynamics of change, which stresses fundamental reform as a cyclical process. Also included are pre- and post-conference activities, a program evaluation, essays and school-based activities highlighting conference topics, information about other video conferences in the series and computer forums, course credit information, a list of supplementary materials, 75 references, 9 organizational resources, and 9 regional resources.
