Utah State Plan for the Education of Homeless Children and Youth. Revised.

This report outlines actions taken by the Utah State Office of Education to ensure that educational objectives of the Stewart B. McKinney Homeless Assistance Act are accomplished. The report is prefaced by a request for proposals and is comprised of five parts. The first part presents definitions related to Section VII (B) of the McKinney Act. The second part describes the following educational barriers for Utah's homeless students: (1) lack of awareness of the presence of homeless children and youth; (2) lack of coordination; (3) lack of educational programs addressing the needs of homeless children and youth; (4) lack of transportation; (5) residency; and (6) student records. The third part presents the federal mandate, the objectives, and the activities designed to remove each of the barriers described in the second part. The fourth part outlines a schedule for the accomplishment of 13 deliverable goals. The fifth part suggests evaluation criteria pertaining to the elimination of each barrier to homeless education during the first year of plan implementation. The sixth part comprises the following appendixes: (1) a summary of data from the 1987-88 final report; (2) a point-in-time survey of homeless children and youth; and (3) two tables listing data sources and services for at-risk students.
