This document consists of the four issues of the "Trustee Quarterly" for 1990. This series covers topics of current concern to community college trustees. The winter 1990 issue contains articles examining the pros and cons of board standing committees, the role of boards in planning and institutional effectiveness, innovative fund raising in Pennsylvania community colleges, 1989 campus trends and issues, increasing minority faculty in Illinois community colleges, strengthening humanities core requirements, and a commentary on teaching as leadership. The spring 1990 issue examines what constitutes a sufficiently long tenure for a community college president, the expectations of trustees and chief executive officers (CEO's) concerning questions of governance and leadership, workplace literacy programs in community colleges, linking self-study with strategic planning, and a commentary on the golden age of community colleges. The summer 1990 issue features articles on the importance of board self-evaluation, an 18-month struggle at a Hispanic college in Texas which led to a $1 million endowment for scholarships, statewide revenue and expenditure comparisons for two-year public colleges, one community college's fight against drug use on its campus, a program at Austin Community College offering educational stipends to classified employees, and a commentary on national goals for higher education. Finally, the fall 1990 issue contains articles examining the benefits of inter-institutional cooperation, the importance of specifying the expectations of the role of the CEO's spouse in the hiring process, removing barriers and maintaining commitment to the transfer function, financial reporting to the community college governing boards, and a commentary on increasing diversity in institutions of higher education.
