The Role of State Departments of Education in School/College Collaborations. ASHE Annual Meeting Paper.

The study examines changes since 1987 in the involvement of state departments of education (SDEs) in school/college collaborations and their support of such collaborations. It also investigates the roles of SDEs and others in initiating collaborations, strategies for intervention, aids and barriers to collaboration, relations with higher education, the organization of collaborative activities within SDEs, differences among SDEs in their level of involvement, and future plans. It is concluded that involvement of SDEs in school/college collaborations is increasing. External support of local level collaborations is important, especially in the early years of a collaboration. Commitment and pressure by state political leaders, as well as resources and environment, affect SDEs' involvement. Involvement by higher education appears to be increasing. For many SDEs, development and support of collaborative activities have generated increased responsibilities and activities, additional staff engaged in collaborative activities, and, in some cases, new organizational units to serve the demands of collaboration.
