The report describes policies and services for individuals with developmental disabilities in Minnesota. It emphasizes changes in the way of thinking about individuals with developmental disabilities as knowledge increases concerning what they are capable of doing and what is important in their lives and how they can be supported in communities. The report notes that incidence of developmental disabilities in the Minnesota population, outlines the needs of individuals with developmental disabilities, and notes that they are more like the rest of the population than they are different from it. The new way of thinking stresses supporting individuals, families, and communities. A new perspective on policy is offered, along with an overview of the history of services to people with developmental disabilities. Educational services from preschool to adult vocational programs are described. A section on new living options discusses returning people to communities, developing alternatives to regional centers, and establishing more individualized settings. Alternative approaches to traditional job placement involve rehabilitation services, developmental achievement centers, and integrated employment opportunities. A final section examines mechanisms needed to support the new vision (federal funding reforms, alternatives to institutional care, and promotion of individualized options) and notes what Minnesotans can do to support the vision, as consumers and parents, policymakers, professionals, citizens, and communities.
