Texts of two documents adopted by the World Conference on Education for All, held in Jomtien, Thailand, are contained in this handbook. The "World Declaration on Education for All" and the "Framework for Action To Meet Basic Learning Needs" represent a worldwide consensus on an expanded vision of basic education and a commitment to equal, effective education. The declaration contains 10 articles to promote cooperation and ensure education for all. The framework for action offers guidelines for implementing declaration goals. Conference goals, principles of action, and strategies for priority action at the national, regional, and global levels are described. (LMI)
