Reaching Out to Youth: A Report of the Commission on the Mental Health of Adolescents and Young Adults.

This report offers task force recommendations to provide greater support and understanding for adolescents and young adults. The Commission report and recommendations focus on the issues of teenage pregnancy, drug and alcohol abuse, juvenile delinquency, dropping out of school, and suicide. Part 1, "Growing Up in Texas," begins with an analysis of costs to the state incurred by programs to address excessive number of school dropouts, the lack of adequate basic skills development, and youth in trouble, calling for greater attention to preventive measures. This discussion is followed by a demographic survey of the status of Texas youth. Part 2, "Forces for Effective Change," reviews the status, problems, and needs of current service delivery systems for youth and provides recommendations for their improvement. Discussion focuses upon the following: (1) school-based service delivery; (2) media, including radio and television, as a way of promoting public awareness of youth problems and solutions; (3) family education and involvement; (4) peer mentor programs; and (5) coordination and information sharing among agencies and organizations. Part 3 discusses the roles and responsibilities of federal, state, and local governments; public school systems; human service agencies; parents, families, and advocacy groups; and Texas citizens. The final part describes projects sponsored by the commission, including a call-in radio program, a live interactive television workshop, community interventions, and a study of mental health among college students.
