Culturally Sensitive Rehabilitation Counseling: Issues, Programs and Training.

This paper briefly summarizes differences reported in the service delivery provided by the State-Federal Vocational Rehabilitation (VR) service to minorities including Asian Americans, African Americans, Hispanics, and Native Americans. Unresolved issues which appear to influence the development and provision of culturally sensitive services are identified. These include issues of service delivery, policy making, training, and professional standards. Examples of culturally sensitive programs which may serve as models when developing culturally sensitive rehabilitation service are then provided. Rehabilitation counselor training, designed to produce culturally competent rehabilitation counselors who are needed to provide culturally sensitive services, are briefly discussed.
