Planning for System Improvement in the Metropolitan Separate School Board: The School Review Model.
Metropolitan Separate School Board, Toronto (Ontario).
The school review model is used by the Metropolitan Separate School Board of Toronto (Ontario) to determine, in a positive and supportive manner, the extent to which policies, procedures, and practices have been implemented in the local schools to achieve the Board's goals and objectives. The following areas are reviewed: (1) the Catholic school community environment; (2) curriculum objectives, planning, and resources; (3) communication strategies; (4) physical, human, and fiscal resources; (5) leadership initiatives; (6) professional development; and (7) student and personnel supervision and evaluation. Schools selected for review are given an orientation to the process and must submit a written profile. A team composed of external and internal reviewers conducts the following activities: (1) classroom visits; (2) a financial audit; (3) group teacher interviews; (4) an enrollment and attendance reports review; (5) a facilities-use verification; and (6) teacher, pastor, and parent perception surveys. The mission statement and objectives of the Metropolitan Separate School Board are included. The following materials are appended: (1) lists of the roles and responsibilities of the local Superintendent of Education and the principal in the school review process; (2) a copy of the school profile form; (3) guides for classroom visitations and group interviews; and (4) the pastor, parent, and teacher perception survey questionnaires.
