A Validation and Standard-Setting Study of the General Knowledge and Communication Skills Tests of the National Teacher Examinations. Final Report.

In this final report of an 18-month series of projects designed to investigate the validity of the General Knowledge (GK) and Communications Skills (CS) tests of the National Teacher Examinations (NTE) for North Carolina, highlights and major conclusions are summarized and appropriate standards of performance are recommended. Evidence was collected from 100 public school teachers and 206 college and university faculty members concerning their judgments of using the NTE GK and CS tests to select students for North Carolina's teacher education programs. The types of validity considered were: (1) relevance to students' success in a teacher education program; and (2) students' opportunity to acquire the skills and knowledge that these tests measure (instructional validity). The CS test was judged relevant, as were two of the four subtests of the GK test. Instructional validity of the CS test was deemed acceptable, but judgments of the instructional validity of the GK test were mixed. The minimum standard set for the GK test was 631, and the score established for the CS test was 636. With these standards, almost 20% of students tested in April 1983 would have failed the GK test and over 14% would have failed the CS test. The report includes scripts and forms used in standard-setting sessions. There are 51 tables of data. (SLD)
