Prepared as an outline of the long-range Michigan Library development program as required by the Library Services Construction Act (LSCA), this report presents goals, objectives, and procedures for strengthening and improving library services to Michigan Library's users over a 3-year period. The Library of Michigan's Long-Range Plan makes up the first half of the report. Following the library's mission statement and a list of 32 planning assumptions which serve as background for long-range planning, three goals are presented: (1) to meet the information needs of the legislature and state government; (2) to meet the administrative, developmental, and technical assistance needs of Michigan libraries of all types; and (3) to meet the library service needs of individuals and agencies for which the state has a statewide resource responsibility. Each goal is divided into a series of objectives to further define the goal, a list of activities to launch the objectives into action, and a note about the status of each objective. The second half of the report is the LSCA Long-Range Program, which serves to supplement the Library of Michigan's Long-Range Plan. This portion of the report specifically addresses LSCA programs and priority needs, presenting a plan for utilizing Title I, II, and III funds. (SD)
