A footnote to state legislation provided an opportunity to examine the extent to which joining Wyoming's libraries might better serve the needs of those who depend on library services. The footnote designated an appropriation of $20,000 to evaluate the feasibility of merging the state library and the university library by: (1) reviewing the space requirements of the state library and recommending approaches for reducing space requirements; (2) providing for the continuation of all state library functions at the current or enhanced levels; (3) determining the status of federal funding if a merger is accomplished; and (4) assessing the feasibility of transferring the location of the state library. The committee concluded that an independent state library is essential, but the current institution must undergo fundamental changes in its scope and role. Both a changed and strengthened state library and a major University of Wyoming library, working with other libraries in the state, are imperative. Through cooperative but separate leadership, strengthened networking, and more effective resource sharing, the two libraries can help to assure proper library development in Wyoming.
