Higher Education Opportunity Program, Annual Report--1988-89. HEOP Works!: Twenty Years of Service.

This report reviews the activities of the Higher Education Opportunity Program (HEOP) for disadvantaged students at the independent colleges and universities of New York State. HEOP provides supportive services to eligible students, including pre-freshman summer work; remedial, developmental, and supportive courses; tutoring; and counseling. HEOP serves a diverse population which in the 1988-89 year included over 40% black students and almost 30% Hispanic students; HEOP's success rate, defined as those students who entered in 1984-85 and who graduated, or are within 1 or 2 semesters of graduating after 5 years, is 54.7%. The report discusses administration, eligibility, student profile, campus programs, student achievement, and program financing. Twenty-nine tables and nine figures document the distribution of expenditures, enrollment, student characteristics, number of students tutored and counseled, course completion rates, total program expenditures, cohort survival rates, and other statistics. Appendices provide data on student demographic characteristics, enrollment, per student expenditures, financial aid, and other elements. (JDD)
