Minority Retention and Achievement: Evaluation of the California State University Summer Bridge and Intensive Learning Experience Programs. Final Report.

This final report evaluates California State University's (CSU) Summer Bridge and Intensive Learning Experience (ILE) programs, which are remedial/developmental programs providing basic skills instruction, orientation, and advisement to entering CSU students at risk of dropping out. The underlying objective of both programs is to increase the enrollment and retention of underrepresented groups in the CSU system. The Summer Bridge program is a 3- to 6-week residential program for incoming students. The program provides instruction in English and mathematics, academic advising, counseling, and orientation to the university experience. The Intensive Learning Experience program offers remediation in English and mathematics via a full academic year of writing and/or math in small classes, along with academic advising. This final report summarizes findings from the first 3 years of the programs, focusing on student retention, performance, and adjustment to university life; program coordination; and campus acceptance and support. Highlights of the evaluation include the following: (1) both programs enrolled high percentages of underrepresented minorities, special admits, and underprepared students; (2) retention rates for Summer Bridge students were higher than those for students systemwide; and (3) retention of ILE students varied widely by campus program and ethnic group.
