Empowering Staff in an Organization: Making the Most of Human Resources in the New York State Education Department. Summary and Recommendations.

The identification of strategies for the improvement of individual and organizational effectiveness is the purpose of this task force summary report. Methodology involved passive and active needs assessment techniques. Over 200 New York State Education Department employees voluntarily participated in quality circles, the active component, and a written questionnaire, the passive component. The task force proposes five interrelated human resource strategies for organizational, management, career, and employee development; and cultural diversity. A section on each strategy includes a discussion and an outline of proposed long-range action plans. Recommendations include the establishment of an Office of Human Resource Planning and Development and a Media and Materials Development Center, recruitment of staff volunteers, and realistic financial resource allocation.
