The Alberta Strategy for Educational Reform: Balancing Inputs, Processes, and Results.

A results-based educational approach focuses on the outcomes of processes and inputs into the educational system and stresses results, such as student achievement, rather than process. The results-based educational reform initiatives undertaken in Alberta from 1982-1990 are described in this paper, with a focus on interrelated results-oriented projects developed in the areas of management, programs, and governance. A conclusion is that the shift to a results-based approach has created a more balanced policy, though problems in politics, communication, time and investment, and cooperation have hindered reform implementation. Implementation of results-based initiatives is predicted to accelerate because reform efforts are creating a new status quo that is open to innovation. Figures illustrate components of the Alberta reform movement, key events in implementation, and current and projected sources of reform initiatives. (17 references) (LMI)
