This is the fifth of five volumes of essays in the form of recommendations for the improvement of programs, services, and activities offered through vocational-technical education in North Carolina. The volume explains the rationale for and comments on 15 recommendations prepared by the State Advisory Council on Vocational Education for fiscal year July 1989-June 1990. Topics covered by the 15 resolutions are the following: (1) provision of work experience programs; (2) legislation on guidance services; (3) funding for a North Carolina Institute of Technology; (4) centralization of administration of state student financial aid; (5) measures to improve attendance and dropout rates as student performance indicators; (6) adoption of policies to guarantee employability skills; (7) measures to strengthen communication between various state education boards; (8) procedures for public hearings on state plans; (9) requiring local impact statements; (10) establishment of regional vocational education advisory committees; (11) establishment of a joint committee on allied health and nursing; (12) requirements for vocational education for high school graduation; (13) literacy education for the future; (14) making the North Carolina Vocational Textile School an affiliate of the North Carolina Community College System; and (15) the Vocational Competency Achievement Tracking System as a "Worklink" prototype.
